Former Tulsa County DHS worker from Sapulpa sentenced on child porn chargesMicah Choquette//June 2, 2025A former Tulsa County DHS employee from Sapulpa has been sentenced on charges of possession of child pornography.

Joseph Allen Dale Koss was sentenced to 9 years in prison by U.S. Judge Gregory K. Frizzell. He will be forced to register as a sex offender and undergo 10 years of supervised release after leaving prison.

Koss, who is now 45, was 39 at the time he was charged with aggravated possession of child pornography in 2019.

According to our previous reporting, Koss was arrested after a tip led Sapulpa Police to confiscate two laptops, seven portable electronic devices, and 16 digital storage devices. At the time of our story, police had uncovered 135 images and 15 videos of child pornography and were still examining devices. Some of the content included “sadistic acts” with “pre-pubescent” children, according to court documents.

He was employed at the time with the Tulsa County DHS, in the Office of Client Advocacy. His role was listed as “child abuse investigator.”

Koss finally pled guilty to possession of child pornography in December of 2024.
