Vickie Beyer was sworn in as a new city council member on Monday, February 17th, to fill the vacancy of Ward 4, Seat 1, created by the passing of mayor Reg Green. Beyer was appointed to the position by fellow Ward 4 council member Craig Henderson and will serve a two-year and two-month term. Even though Green drew no opponent for the upcoming election, since he passed away before he could be sworn in, the appointee will have to run again in two years.

Beyer is an active member of the community, previously serving on the Sapulpa Parks and Recreation Board, and now serving on the Board of Adjustments, as well as acting as the Executive Director of the SeneGence International’s “Make Sense Foundation”. Community activism seems to run in the family—her son is State Representative Mark Lawson, and her husband David Beyer was chosen as Sapulpa’s “Citizen of the Year” in 2018.

Beyer says “The timing couldn’t be better for great things to happen in Sapulpa.”

“We’ve just passed a bond proposal to make improvements in our downtown, our parks, and our public safety departments,” she says. “Lieutenant Governor Pinnell has made Route 66 development a priority, and here we sit with Route 66 right through the middle of our downtown. The City is moving forward fast, and I’m excited to be a part of it.”

Presentations and Proclamations

Mayor Lou Martin stands with Captain Bret Henson at the City Council meeting. Henson has retired from the Sapulpa Police Department after 29 years.

The city council voted unanimously to adopt a resolution commending Chief Mike Haefner and showing appreciation of 31 years of service to the City of Sapulpa. Acting Mayor Lou Martin read the resolution praising Haefner and noting that one of Haefner’s achievements was being chosen to attend the FBI Academy at Quantico, Virginia. Haefner was not present.

Council members unanimously approved a resolution commending Captain Bret Henson and showing appreciation for 29 years of service to the City of Sapulpa, noting Henson established the Mobile Forensics Unit, which extracts data from mobile devices such as cellphones. Martin presented Henson with a framed copy of the Resolution. Deputy Chief Pete Sellers presented Henson with a Bulova watch and Henson’s service pistol.

Resolution Appointing Floodplain Manager

A resolution appointing a Certified Floodplain Manager to the position of Floodplain Administrator for the City Of Sapulpa, as required by the Oklahoma Department of Environmental Quality was approved.

Sanitary Sewer Improvements Close-Out

The council approved a final pay request of $193,981.55 to MSB Construction to close out Basin No. 2 and No. 4 Sanitary Improvement Projects and establishing the applicable warranty date through January 27, 2021.

Close-Out of Canyon Road Improvements Design

A final pay request for a final payment of $14,458.59 was approved to Professional Engineering Consultants to close-out the design phase of this project.

Change of Pay Structure

Council members approved amending the Stormwater Management Services Agreement with J. Brooke Kononchuck as an Environmental Administrator for the City Of Sapulpa from a contract rate of $4,614.00 a month to an hourly rate of $75.00 per hour with a zero net change to the budget.

Sapulpa Municipal Authority Meeting

Consent Items Approved

Authority members voted to make three administrative items consent items and passed all three. This means that all items placed on a “consent” agenda will be voted on at the same time.

They were:

Approving Close out of Basin No. 2 and No.4 Sanitary Sewer Improvement Projects,

Approving close-out of Canyon Road design project,

Approving amending profession services agreement with J. Brooke Koononchuck to change pay structure from $4,614.00 to an hourly pay rate of $75 per hour with no change to the budget.

The Sapulpa City Council meets the first and third Monday of the month at City Hall, second floor, in the council chambers. The Sapulpa Municipal Authority meets following the Sapulpa City Council meeting.
