County Commissioners approve over a quarter of a million dollars in ARPA funds for road repairs

The Creek County Board of Commissioners unanimously approved the use of ARPA Funds for road projects for West 106th St., from 161st St., west to 177th St., for 161st St. from 177th. to 193rd, for Pelican Point Place portion of Salt Creek Rd to E0630 Rd., West 41st, West 51st, one mile from Kennyville Rd to HWY 48, W. 51st, one mile from South 369th West Ave. to 385th West Ave., Old HWY 51 (five areas), South 449th West Ave, one patch, 161st West Place South, and from 106th, ½ mile, all in District #2, in the amount of $773,217.00. There will be approximately $105,574.00 in District #2 Highway funds that will be used to complete the project. 

The Board of County Commissioners voted to table until 7-3-23, regarding a Disaster Emergency Proclamation for Creek County, Oklahoma due to storm events beginning June 17, 2023. Chair Newt Stephens said there was a problem with OG&E leaving tree-trimming debris in ditches and roadways. He is concerned that issuing the proclamation without discussing the problem with the local electric company will give them carte blanche to continue this practice.

The Board unanimously approved a rezoning request by Anastasia Beal, to rezone from Agricultural District to Residential Manufactured Home District on the subject tract to allow one manufactured home.

The tract will contain a half-acre more or less, is not located in a flood zone, and is surrounded by Agricultural and Light Residential to the west. The property is located at 18153 South 337th West Avenue, Bristow, Oklahoma.

County Planner Wendy Murray stated there was a phone call with concerns that the mobile home will be too close to the road and may be located in a flood zone. Mark Seacratt, Flood Plain Manager, has provided the applicant with a letter stating the area is not within a flood zone.

Commissioners unanimously approved a rezoning request by Cecil Busby to rezone from Agricultural District to Residential Manufactured Home District on the subject tract to allow one manufactured home. The tract will contain two lots, is located in a flood zone, and is surrounded by Agricultural, the City of Tulsa, and Industrial to the west. The property is located at 6933 West 62nd St. South, Tulsa, OK.

The Board unanimously approved a rezoning request and lot split by Dow Bushyhead, for property located South of Keystone Loop on Basin Rd., Mannford, Oklahoma. Rezoning is from Agricultural District to Light Residential District to allow a lot split resulting in Tracts 1, 2, and 3, Tract 1 will contain 2.9 acres more or less. Tract 2 will contain 2.28 acres more or less, and Tract 3 will contain 2.28 acres more or less. The tracts are surrounded by City, Agricultural, and Light Residential. 

The board unanimously approved a Motion to approve a rezoning request and lot split by Dustin Lousch for property located at 22018 West Cedar Lane, Sapulpa, Oklahoma.

Rezoning is from Agricultural District to Light Residential on the subject tract to allow lot split. Tract 1 will contain 2.07 acres more or less. Tract 2 will contain 2.80 acres more or less. The Property was rezoned in 2021 into two 2.5-acre tracts, there have been some issues with utilities and the electric pole, along with the septic location. The tracts are surrounded by Agricultural Districts. 

Commissioners voted to sign the Creek County Treasurer’s Financial Statement for fiscal year 2023-2024.

The Board voted to deny all bids for “Lease Purchase of One or More New or Demo Custom Cab Pumpers for Drumright Fire Department,” per the recommendation of Drumright Fire Chief Brett Lunsford. The Drumright Fire Chief stated: “With inflation and the rise in the current interest rates, it would be best for the citizens that we deny the bid. We have to be good stewards of the county money, and we do not think right now is the right time. We have reviewed other options with more affordable prices.”

Commissioners approved a motion to let for bid “One or More 2015 or Newer Track Mounted Compact Crushers,” with bids to be opened on 7/10/23. “I believe it would be very beneficial for District #1, and it will pay for itself within two years. We will be able to save on rock costs,” stated Stephens.

The Board voted to sign Resolution#2023-79 directing the Creek County Treasurer to credit the Creek County General Government Insurance Account 0001-1-2300-1222/R4 with funds

from Benefit Resources, Inc., in the amount of $773.24, as per 62 O.S. § 335, and procedures implemented by the State Auditor’s Office.

Commissioners approved a utility permit request from Oklahoma Natural Gas Company per County specs for a natural gas pipeline, to cross North Walnut Drive approximately 3.30 miles north and 0.26 Miles east of Jct. SH 97 and SH 166, in District #2.

The Board voted to approve a utility permit request from East Central Electric Cooperative per County specs, to lay fiber-optic cable, to cross Windmill Rd. south of West 311th St. South in Section 9, T14N, R7E in District #3.

Commissioners voted to award Bid#23-20 for Curry Well Rehab/Pump Electric and Labor for the City of Drumright, ARPA Project #1566-5.18-74030-4110 phase I and REAP Projects #220120 & 210103 to Smith Pump and Well Service, dba Smith Pump Enterprises LLC.

Chair Newt Stephens stated the bid was awarded on 6-18-2023, contingent on the approval by the Bristow City Council. He further stated there was a need to clarify the bidder’s company name. Since they are registered in SAMS.GOV as Smith Pump Enterprises LLC.
