
City Council unanimously approved declaring Ward 4, Seat 2 vacant due to the recent resignation of Councilor Vickie Beyer at Monday’s regular City Council meeting. Mayor Craig Henderson, who occupies Seat 1 of Ward 4, has the “privilege to nominate” Beyer’s replacement within 30 days from the day the council declared the seat vacant, said City Attorney David Widdoes. Henderson will submit his recommendation at the May 3rd or May 17th City Council meeting, at which time the nominee must be approved by a majority of the Council to take the vacant seat. Beyer resigned after her son, Mark Lawson, was named the City’s Economic Development Director.
Parks Director Jody Baker reported that construction has begun on the ADA-inclusive Liberty Park playground upgrade that was part of last year’s GO Bond. Baker said that the equipment has been delivered and that workers are beginning to level the site, but that this is one of the “most complex playgrounds” Sapulpa has built, and that construction will take longer than that of a typical playground. Installation was expected to start on Tuesday and will be finished in about a month. For more information on the park, please see the story on page A6.
Public Works Director Steve Hardt discussed several bids and contracts that the City has recently awarded, approved, or changed.
The South Hickory Stormwater Improvement Project has been awarded to Klaus, Inc. of Drumright for $136.6K. This involves the installation of 733 feet of pipe extending east from 2501 South Hickory to just past West Portland Avenue.
The East Line Avenue Improvements Project bid was awarded to Dunham’s Asphalt Services, Inc. for $167,990. This street and mill overlay project involves just over a half mile of road from Main Street (Highway 97) east to the MLK Overpass and will be funded by CDBG Urban County Program Grant funds.
The remaining two of three sections of the public library roof will be replaced by Metals Better Roofing, Inc. for $47.5K.
The bid for the Poplar Street Waterline Replacement Project has been awarded to H & H Frame, Inc. for $143,763. $93K will be paid from the GO Bond Construction Fund and $50,763 from the Capital Improvements Fund. This project involves Poplar north from Taft Street to Cleveland Avenue.
A change order reducing the total amount of the contract with Crossland Heavy Contractors by $4,300 for a final cost of $147,399 for the Sapulpa Waste Water Treatment Plant Improvements Projects was approved.
The Council approved the City Engineer’s recommendation to close out the Hickory Street Improvements Project and to make the final payment of $90,983 to Cherokee Pride Construction, Inc. The work involved Hickory Street from West Line Avenue north to West Muskogee Avenue. Although the original contract amount was $771,697, two change orders totaling $264,735 brought the final contract amount to $1,028,932.
The property at 602 North Mission Street, formerly Majors Car Lot, was approved by the Council to be annexed into City Limits, per a 2012 agreement with the former owner that stated that this would happen no later than December 1, 2021. Additionally, it will be accruing retail sales soon, due to Creek County approving a marijuana dispensary at the location. “For that reason and a couple of others,” said Widdoes, “this resolution needed to be passed now” rather than in December.
