County Notebook for October 31st – burn ban, purchasing AEDs and more

Creek County Emergency Management Director Covey Murray updated the BOCC of the upcoming rainfall forecast. Murray said that nine of the fourteen fire chiefs he called stated they did not think reinstating the burn ban was necessary. Commissioners took no action and placed the items on the next meeting’s agenda.

Len Gardner, account manager, Envirotech, gave a presentation describing his traction compounds used on winter roads and sidewalks. Gardner explained the products were pet friendly and would not damage concrete. This is an FYI item only.

The Board unanimously passed a motion to sign a detention contract with the Oklahoma Juvenile Authority. Speaking about the contract, Sheriff Bret Bowling said: “If you’ve been very instrumental in getting those talks going again. You guys know the history there, it’s been a long time coming, we are pretty excited about that…I give a lot of credit to our Director Jamie Wheeler who has been really instrumental in getting those talks going again, and of course, Chief Deputy Clark has been part of that as well. There have been a lot of folks working on that.”

The contract will provide $85 per day in supplemental funding for juveniles housed at the facility.

Commissioners unanimously passed a motion to sign an Attorney Engagement Agreement with Richards and Connor, PLLP and the Creek County Sheriff’s Office For outside counsel on retainer, with a maximum amount of $25,000.00. Sheriff Brett Bowling said this is for “our outside legal opinions that are required at times.”

The Board unanimously passed a motion to sign an engineering fee proposal in the amount of $15,100.00 from Guy Engineering for performance of right-of-way acquisition services for project NS3650 over the Deep Fork of Canadian River. This project is just south of Depew and west of Three Bridges.

Commissioners unanimously passed a motion to Accept Bid#23-3 2 nd Floor Commissioners’ Meeting Room Remodel and pass for one week until the November 7 meeting to review. Bids submitted by Reco Construction, Roper Remodeling and Construction Enterprises.

The Board unanimously approved a motion to direct the Creek County Treasurer to credit the Creek County General Government Insurance Account 0001-1-2300-1222/R4, in the amount of $58.34, with funds from American Public Life (APL) to reimburse for refunds of premium submitted on behalf of employees paid from that account.

Commissioners unanimously approved a motion to approve a utility permit from Oklahoma natural gas per County specs to cross West 66th Street South at 6902 South 49th West Avenue in District #2.

The Board discussed using ARPA funds for the purchase of AED units and First Aid Kits for the fairground facilities and Courthouse Complex. Stephens discussed the presentation from Cintas. “We had a meeting with Cintas on AEDs, they have got a brand new one that is actually adult or youth. The ones that are around, you have to change the paddles. Between adults and youth…one set of pads does both.”

It was recommended that there should be done for each Highway District, Courthouse Complex and Collins Building, Election Board and the Sheriff’s office. The four for the Fairgrounds to be kept at the OSU Extension Office. The total cost is approximately $26,700.00. Counsel Goforth remanded the Board that anything over $25,000 would need more purchasing research. The gem was passed until the November 7 meeting.

County Clerk Jennifer Mortazavi reuestgd $1,193,775.36 in ARPA funds for the migration of over 438,000 documents into the County Clerk’s software. The item will be placed on the November 7 meeting for further discussion.

Commissioners unanimously passed a motion to approve the change order on S. 193 rd W. Ave from HWY 33 north 2 miles project #9, PO#6496 for a total of $17,387.50.

The Board unanimously approved a motion to approve using ARPA Funds for Rave License renewal in the amount of $4,000.00. This is the license for a mobile emergency notification system.

The Board unanimously passed a motion to approve the transfer of $4,000.00 from 1566-1-2000-1110 ARPA 2021-Salary Commissioners FY 2022-2023 to 1566-1-2000-2005 ARPA 2021 M&O (Maintenance and Operation) Commissioners FY2023.
