Sapulpa City Hall will soon have an electronic kiosk outside its front doors so customers can pay City bills, fees, and tickets without entering the building. The machine will take cash, cards, and checks. This $47,000 purchase was unanimously approved at Monday evening’s jam-packed City Council meeting. The expenditure will come from the Capital Improvement Fund and was recommended for approval by the Administration and Finance Committee at their last meeting. AdComp Systems of Lewisville, Texas will install the kiosk. Utility Billing Director Mike Hoehner says that as long as things go as planned and there are no delays in the delivery or software installation, the kiosk should be up and running around Christmastime.
As previously reported, the Council will spend around $187,000 to purchase new body cameras and tasers for the police department with CARES Act reimbursement funds, among $626,500 in other purchases. The Ad/Fi and Community and Economic Development Committees recently went through the wish list from city departments and recommended moving forward with several of them, including $20,000 for general computer upgrades, $8,000 for fleet maintenance software, $75,000 for repairs to the Library roof, $50,000 for video conferencing equipment for the council chambers, and $400,000 for utility meter auto read upgrades.
The GO Bond Construction Fund annual budget will be amended for this fiscal year to reflect the completion of several GO Series 2015 and Series 2015A projects by increasing appropriations by about $89,000. The 2015 projects, which were water and wastewater-related, have been completed. There are savings and accumulated interest remaining in this fund, which can be used for additional water or wastewater projects. For instance, there are currently several repairs and upgrades needed for wastewater pump stations. 2015A projects, consisting of the new Animal Shelter and Sapulpa Youth Sports Complex (Phase I), have also been completed. These projects also had a savings in cost, which will be used for future upgrades.
A contract between local business Reed Architecture and the City for upgrades to Liberty and McGoy Parks was unanimously approved. Reed will design new restrooms at McGoy Park for $5,000 and provide construction documents for restroom upgrades at Liberty Park for $3,700. The Liberty Park plans will address its vandalism and water leak issues.
During Executive Session, councilors discussed purchasing property near the police station on Hobson for future office use and negotiations with the Fraternal Order of Police. Both of these items were approved.
