City Council Sees Business Growth

The Sapulpa City Council met Monday evening (March 6th) to approve the growth of business in Sapulpa.

Council members approved the annual renewal of the City of Sapulpa as a member of the Tulsa County Community Development Block Grant (CDBG) Urban County for road projects under consideration.

The rezoning of 1015 E. Hobson Ave from residential to commercial will allow EMCO to expand its building. Property owner Larry White will match the façade of all the buildings in accordance with the city ordinances.

At 2035 S. Hickory Street, an approval will allow the rezoning from residential to commercial property, allowing for the building of office and retail space.

In Community Development, council members approved the Specific Use Permit (SUP) for 21 E. Hobson, creating retail space on the lower level and short-term rentals on the second story. The owner, Rhetta Crawford, will be required to complete the retail space (Maggie’s Amish Cheese House) first and install a fire suppression system and fire escape on the second floor.

The SUP of a car lot was approved at 711 E. Taft Ave. The restriction of 4 car limit and the striping of the parking lot was included by the vote. 

MKL Industries applied for SUP to allow a Medical Marijuana Dispensary at 10169 State Highway 66. The location was previously approved for the same use, but the applicants never acted on the approval. Council member Jeff Molina, Ward 1, requested no signage be placed on the east side of the building in view of the movie theater. Lou Martin spoke to the council, pointing out the location is within 1000 feet of the location of youth attending movies at the theater and asking for denial. The business owners agreed to the sign request and the SUP was approved by an 8-2 vote.

A floral plant nursery requested a SUP for the opening of a greenhouse and retail space on the open lot at 921 N. 9th Street. They would set up a temporary site for the first three-month season. There was an in-depth discussion of the installation of a temporary or permanent restroom for employees. With the sales season fast approaching, the business owner’s representative requested the approval of the council to install a portable bathroom for the first year, siting the allowance for other seasonal business such as snow cone shacks and fireworks stands who are allowed to use temporary facilities. The council approved the SUP for one year with temporary structures.

The final SUP was for the installation of an RV Park at 16375 Ozark Trail. The item was tabled until the next meeting to allow for city officials and council members to visit with the applicant, Samuel Garrison, about their concerns. The primary concern is the length of stay by the recreational vehicles, 14 days to 90 days.

Mike Russell, City Project Manager, recommended awarding a bid for the Cheyenne Road Improvement Project to Cherokee Pride Construction in the amount of $1,131,000.00. It was approved.

Carson Lynch, Director of Sapulpa Parks and Recreation, recommended the hiring of Dustin Coats and Shanon Eaton to run the concession stand and campgrounds at Pretty Water and Sahoma Lakes. They will also be enforcing the fishing permit policy. Council voted to approve.

They voted to approve final payments to Urban Contractors LLC for the closeout of Basin 4 Sanitary Sewer Rehabilitation Project and the completion of the Woodview Lane Storm Drainage Project by Riverdirt LLC.

The final action of the evening was the approval to condemn a portion of property at 105 E. Lee, if needed, and declare it an emergency as City Attorney David Widdoes works to move forward the second part of the downtown alley project. This step would only be used if a settlement cannot be reached with the property owners.

No action was taken following the executive session regarding the purchase or appraisal of 108 E. Dewey Ave., 105 E, Lee Ave., 19 and 27 E. Dewey Ave.
