BOCC pauses meeting to attend Diehl’s funeral, process established for County repairs and maintenance

The Board of County Commissioners paused their Monday morning meeting on June 28th for an hour and a half to allow the Commissioners and County staff to attend Creek County Ambulance Service Director Rita Diehl’s funeral at First Baptist Church.

It was decided that the Main Street Farmer’s Market would be held on Thursday, July 1st from 4 to 7 p.m. this week, rather than its usual times on Saturday. Cindy Lawrence, Sapulpa Main Street Director, explained that she wanted to reschedule the event due to the July 4th holiday weekend. She said last year the rescheduling was very successful.

Bids for janitorial services for both the Sapulpa and Bristow Health Department facilities were accepted on Monday morning. Bids were submitted by Clean Etcetera, LLC, UBM Enterprises, Inc., Alliance Maintenance, American Facility Solutions, Inc., Westmark Facility Services, and Hometown Janitorial Services. A bid was returned from Advantage Commercial Cleaning. Health Department representative Anna Stringfellow asked that the award be passed to the next BOCC meeting. This was unanimously approved.

The signing of a resolution to establish a process for repairs and construction projects for public buildings for all county entities was unanimously approved. The BOCC discussed the definition of a “repair” versus ongoing “maintenance,” and possible repairs to items with current warranties.

It was decided that Project Manager Glen Musser will be tracking warranties from now on, and that this will allow Musser and Purchasing Agent Jana Thomas to get involved in projects from the beginning, rather than when they are being finished. This will also define the process for paperwork, statues, and warranty information to be researched on the “front side” of repairs.

Sheriff Bret Bowling confirmed that this “will probably be a work in process” and the Board agreed, saying that the resolution may have to be tweaked from time to time.

There was a discussion over a Legislative Office of Fiscal Transparency (LOFT) report regarding bridge information being given to school districts. District #1 and #2 Commissioners Newt Stephens and Leon Warner, respectively, asked Assistant District Attorney Andrew Goforth’s legal opinion on the requirements for the BOCC to report this information to schools and how to disseminate the information.

This item will be back on the Tuesday, July 6th meeting agenda for possible action.
