BOCC gives Green Light For Sheriff to try out License Plate Reader System

Commissioners signed a 90-day agreement with Flock Inc to implement a trial run of their License Plate Readers. “This is a memorandum of understanding to just go in there and take a peek at what they have got, the equipment they have, and familiarize ourselves with that system and software,” said Sheriff Bret Bowling.

Commissioner Leon Warner asked who was using this in the area. Bowling replied, “I believe Tulsa, and I know the State has put a few of them up. Sapulpa is going to start test-driving it just like we are…I imagine Broken Arrow, there are news pieces on it and I just can’t remember all the agencies.”

When asked about the purpose of the readers, Bowling said, “Silver alerts, Amber alerts, wanted people, and things like that.” He assured those present that it would not be used for traffic purposes, such as expired tags or proof of insurance. “There is a lot of misinformation out there, it is not for citations.” He emphasized that the system was not being permanently put in place, it was just going to be tested.

He also reassured Board members that the information would only be accessible to law enforcement. “We have control over what law enforcement we give it to.”

Counsel Andrew Goforth told members that the Sheriffs Departments would have access to the Flock system. “Not just here in this area, all of the information within their system, if we are looking for somebody, the system can try to find them, and then we would get that information.”

The Board voted to let for bid the purchase of a used Pumper engine for the Olive Fire Department, which is funded by a Rural Economic Action Program grant.

Commissioners passed a motion to award the contract to replace the overhead doors at the Bristow Fire Department per recommendations to Tulsa Overhead Door LLC for $43,096.00, since the lowest bidder has supply issues and cannot supply factory door for the project. Quotes were submitted by Tulsa Overhead Door for LLC $43,096.00, Elite Door Services for $25,917.08, and Sapulpa Garage Doors for $45,527.48.

A motion was passed to approve a right-of-way acquisition for three parcels of land for a bridge project. Amount of offers to pay $3,840.00, $500.00, and $1,080.00.

Commissioners voted to sign a resolution choosing Kellogg Engineering Inc. as engineering selection for Creek County District #1, 36110, Bridge 191, N3800, over an unnamed

creek on Slick Rd, south of 233rd St.

The Board passed a motion to sign a resolution establishing an account for the Mental Health Court Program Fund.

Commissioners passed a motion to sign a resolution adding Requisitioning Officers Kelly Allen and Maryann Hon-Johnson for the Mental Health Court Program Fund.

A motion was passed to sign a resolution adding Receiving Officers Kimberly Hight and Andrew Goforth for the Mental Health Court Program Fund.

The Board approved a utility permit request from Shrum Excavating Company Inc. per County

Commissioners passed a motion to approve a utility permit request from Creek County Rural Water District #1 per County Specs for water service to cross approximately .13 miles south of 241st West Avenue and 203rd St. South.

A motion was passed to approve a utility permit from Creek County Rural Water District #1 per County Specs for water service, to cross 141st St. South approximately .21 miles east of 257th West Ave and 141st St. South.

The Board voted to approve an error correction in the amount of $70,000.00 to assist in paying revaluation expenses from assessing properties by Green County Valuations that was over the amount funded by budget.

The Board voted to accept Bid#23-11 for the West Pump Station Backup Generator for the City of Sapulpa, ARPA Project, and to table this item until 3-6-2023 in order to review, and possibly award, on that date. The sole bid was submitted by Crossland Heavy Contractors in the amount of $463,000.00.
